Abstract

In Turkey The conditions the difficulty of utilization conditions, such as severance and notice compensation practices and informal employment can cause the number of beneficiaries of unemployment insurance to be low. Compare to EU member states, the coverage of unemployment insurance in Turkey is inadequate and the conditions for benefiting from it are heavy. The ratio of the unemployed benefiting from unemployment insurance to the total unemployed is about 10.5% in Turkey, but it is nearly 80% in Europe. This paper tries to explain why the number of unemployed people benefiting from unemployment insurance in Turkey is low compared to the EU. In the study, international comparisons were made using the EU MISSOC Comparative Tables Database. At the end of the study, it was found that the de facto coverage of unemployment insurance in Turkey is low, the atypical workers and the groups with high unemployment risk are heavy in terms of eligibility of unemployment insurance.Classification-JEL: J33, J64, J65, J83Keywords: Unemployment Insurance, Unemployment Benefits, Unemployment
