Abstract

This study is to examine the concepts (new economy, digital economy and digital goods) replaced in the international literature and to bring “digital public goods” concept to Turkish literature. In this context, primarily the concept of digital goods defined. After that, types of public goods explained and the work focused on the feature of digital goods’ publicness. In this study, digital goods are evaluated in public goods based on the assumptions of two characteristics of public goods: non-excludability and non-rivalry in consumption/use. Finally, aimed to establish the existence of the digital economy, as the new economy entered the literature and today with the development of digital goods to be dealt with in more detail on them.
