e-Devlet Projelerinin Yönetilmesi: PolNet Projesi Örneği

Abstract

Project management plays a significant role in e-government applications. Although it is not easy to categorize, e-government projects can be studied under five topics of project management. The research on the organizational and management category emphasizes the importance of planning, communication, and leadership in project management. This study primarily discusses these three factors and looks at the problems of two public information technology (IT) projects in different countries. Then, the study examines the documents and data obtained from interviews conducted with the experts worked on the PolNet Project, which is one of the earliest public IT projects in Turkey.
