Análisis y Propuesta de un Modelo Basado en el Mérito para la Distribución del Fondo General de Participaciones en México

Abstract

El presente trabajo pretende demostrar que existen formas de distribución del Fondo General de Participaciones más equitativas que la actual. En primera instancia, se lleva a cabo un análisis de los montos que perciben las entidades federativas por tales fondos a lo largo del periodo estudiado (2007-2014), además de mostrar cuánto recauda cada una de ellas. Posteriormente, se propone un sistema de distribución del Fondo General de Participaciones más simple y que genera una mayor equidad. Finalmente, se comparan los resultados de ambos sistemas de distribución. La base de datos existente de las variables en INEGI y DOF limitó el periodo del análisis. Éste trabajo plantea un modelo nuevo de distribución. El análisis arroja que el sistema actual genera inequidad en el reparto del Fondo General de Participaciones; que el sistema de distribución que se propone en este trabajo fomenta la equidad, el esfuerzo fiscal, la eficiencia, y además simplifica los cálculos.
