The Concept of Competence and Financial Division of Tasks of a Local Government Unit (Koncepcja kompetencyjno-finansowego podzialu zadan jednostki samorzadu terytorialnego)

Abstract

The article presents the concept of competence and financial division of tasks of a local government unit. The hitherto criteria for the division of tasks resulting from competence acts make it difficult to assess the adequacy of funds allocated to particular types of tasks. The concept presented takes into account both competences and funding sources for tasks of local government units. The concept has been developed on the basis of a critical evaluation of the adequacy of funds to the existing division of tasks into own, commissioned and agreed upon. The use of the concept of competence and financial division of tasks of local government units is presented on the basis of the multi-annual programme “State aid in the field of nutrition” as a self-government and government task.
