Patent Activity in the Agri-Food Sector and Smart Specialisations of Polish Regions (Aktywnosc patentowa w sektorze rolno-spozywczym a inteligentne specjalizacje wojewodztw Polski)

Abstract

The article concerns patent activity in the agri-food sector in the regions of Poland and its comparison with smart specialisations of Polish regions, defined in the process of implementing the European Structural and Investment Funds, 2014–2020. The article presents results of analyses of patent applications filed with the Polish Patent Office in the years of 2006–2015 in fields related to the agri-food sector, including: food, beverages, tobacco, pesticides and agrochemicals, agricultural and forestry machinery and packaging. Based on the observed patent activity in respective regions, the relevance of Research & Innovation investment priorities was verified, as defined in the regional smart specialisation strategies in 14 out of 16 Polish regions. The data reveal disparities between decisions about selecting those priorities and the extent of patent activities in individual regions, involvement of business enterprises in inventive activity and indices of revealed technological advantages (RTA). The research results may be useful for: innovation policy makers, working on the monitoring and updates of smart specialisation strategies; Research & Development performers in the agri-food sector, capable of exploiting regional technological advantages; researchers studying innovation and cohesion policies, in particular analysing the European Structural and Investment Funds.
