Infrastrukturalne badania naukowe w gospodarce opartej na wiedzy

Abstract

The scientific research process has been defined as the specific information process with two main objectives: (1) extension of knowledge into the real world and (2) production of information based on scientific methodology and deontology. The category of infrastructural scientific research has been defined as one of the basic layers of information infrastructure of economy. The infrastructural scientific research and scientific human capital are the basis of development of all other research work and practical activities in knowledge-based, innovative sectors of economy. In knowledgebased economy the capacity of infrastructural research work and human capital involved in such activities are decisive for economic, social and political position of the country in the globalised world. The paper specifies the prerequisites and conditions that should be created by governments and public institutions to foster the development of infrastructural sectors of science and education. For any national economy the minimal capacity of the infrastructural scientific sector can and should be defined, so should be the level of financing and providing human and technical resources that are necessary for social and economic development of countries and regions.
