Determinants of health care expenditure in Europe

Abstract

The paper is concerned with the analysis of health care expenditures determinants in Europe in the years 1995–2010. The research uses panel data regressions methods. The results show that the three groups of countries distinguished on the basis of economic development differ in magnitude of factors affecting health expenditure level. The expenditure in the group of most developed countries was mainly driven by high technological level of their health systems while this factor was not significant in the less developed economies. The public/private mix of health care financing proved to be significant only in the group of least developed countries. Yet, we also observed some similarities across three investigated groups. The value of income elasticity for health care was below one regardless of the level of economic development. Similarly, a dominance of tax sources in health care financing was favourable for cost containment in each of three groups.
