Czy płace dostosowują się do sytuacji na regionalnych rynkach pracy w Polsce? Empiryczna weryfikacja krzywej płac

Abstract

Celem artykułu jest odpowiedź na pytanie, czy istnieje ujemna i istotna zależność pomiędzy przeciętnym poziomem płac a sytuacją na regionalnych rynkach pracy w Polsce mierzoną stopą bezrobocia. Analizy prowadzone są na rocznych danych w przekroju województw. Badany okres to lata 2002–2012. Przeprowadzone analizy wskazują, że ze względu na niestacjonarność zmiennej dotyczącej wynagrodzeń nie można oszacować parametrów typowej krzywej płac. Zależność pomiędzy płacami a bezrobociem ma raczej charakter regionalnych krzywych Philipsa. Wyniki analiz wskazują na to, że parametr przy stopie bezrobocia jest ujemny, ale dość niski (–0,005) i istotny statystycznie na 10‐procentowym poziomie istotności. Sytuacja na wojewódzkich rynkach pracy jest czynnikiem, który ma wpływ na kształtowanie się płac realnych, ale zależność ta jest dość słaba. Kluczowym czynnikiem determinującym tempo wzrostu płac na regionalnych rynkach pracy jest tempo wzrostu wydajności pracy. Istotne znaczenie ma również struktura bezrobocia, struktura pracujących oraz stopień konkurencji.
