Kosten-Wirksamkeit von Luftreinhaltemassnahmen

Abstract

This study analyses the cost-effectivness of different measures to improve local air quality. To determine the effectivness a special index for air pollution is used. The results show a considerable variation of the efficiency of the examined measures. All the efficient measures are very effective while the less efficient measures have little impact on air quality. It can be shown that high transaction costs and market restrictions prevent a comprehensive implementation of least-cost instruments like emission fees or tradable emission permits.
