Abstract
La lucha contra el cambio climático implica elaborar las políticas y medidas de reducción de emisiones o el fomento de los sumideros y el sector agrario es uno de los sectores económicos para el que hay que establecer políticas de mitigación. El inventario de gases de efecto invernadero (GEI) de cada país es uno de los documentos clave para el diseño de las políticas de mitigación ya que nos permite conocer las fuentes productoras y la cantidad emitida por cada una, así como los potenciales de sumidero de los cultivos y suelos agrarios.En este trabajo, mediante un análisis comparado de diferentes propuestas de medidas de mitigación para el sector agrario elaboradas en el ámbito europeo, el internacional (FAO), el nacional y otras propuestas de países de agricultura avanzada, como Nueva Zelanda, se muestran las dificultades de lograr que el diseño de esas políticas y medidas sea efectivo, que se refleje contablemente en el inventario de GEI de cada país y que, además, signifique reducciones a nivel de explotación agraria. Se desarrolla un ejemplo de política de mitigación mediante el análisis del subsector lechero europeo. Fighting against climate change involves elaborate policies and measures of reducing emissions or the promotion of sinks and the agricultural sector is one of the sectors for which there are to establish mitigation policies. The GHG (greenhouse gas) inventory of each country is one of the key documents for the design of mitigation policies since it allows us to know the production sources and the amount emitted by each, as well as the potentials sinks of crops and agricultural soils. This work, through a comparative analysis of different proposals of mitigation measures for the agrarian sector, developed at different levels, European (EU), International(FAO), National (Spain) and other proposals from countries of advanced agriculture as New Zealand, shows the difficulties of achieving the design of those policies and measures to be effective, that reflects accounted impacts in the GHG inventory of each country and that also to signify reductions at farming level. An example of mitigation policy is explained through the analysis of the European dairy subsector.
