R&D&i POLICIES IN VIEW OF THE CRISIS

Abstract

Along with structural reforms in the area of finance, budget and employment, a common goal in economic proposals in order to emerge from the current crisis has been to promote investment in research, development and innovation (R&D&i). This recommendation is accompanied by the objective of promoting structural change to make output and employment grow in those sectors that are most intensive in R&D&i and in the use of ICT capital (information communication technology). This paper argues that at least as important as increasing spending on R&D&i is to achieve two objectives: 1) to increase the presence of the private sector and 2) that the different public institutions involved are more coordinated one with each other and also with the private sector.
