Abstract

Когда перед правительством встает проблема сохранения конкурентоспособности в глобальной экономике, возникает необходимость в качественной сравнительной информации относительно базовых умений и навыков взрослого населения. Такая информация позволит правительству лучше оценить политику и предпринять наиболее эффективные меры. В данной статье дается описание стратегии оценки уровня грамотности среди взрослых, которая в настоящее время разрабатывается в Организации экономического сотрудничества и развития (ОЭСР). Она охватывает знакомство с информационными и коммуникационными технологиями, умение пользоваться информацией и создавать новые знания, а также навыки общения. Эта работа призвана повысить эффективность системы образования и обучения в развитии базовых когнитивных способностей и ключевых рабочих навыков.
