Рейтинг Заблуждения Или Заблуждения Рейтинга

Abstract

Статья содержит критический анализ работы по построению рейтинга региональных образовательных систем. Показано, что рейтингование объектов в сфере образования имеет ряд существенных ограничений и что этот специфический инструмент адекватно может быть использован в довольно узком сегменте. Рассмотрены вопросы качества исходных данных, процедуры работы с ними, необходимые для подготовки высококачественной управленческой информации. Обсуждается также вопрос об адекватности выводов и оценок на основе анализа количественных данных. Даны конкретные предложения по использованию рейтингования в сфере образования и по направлениям перспективных научных исследований, которые позволят в значительной мере решить проблему информационного обеспечения управленческих процессов в этой сфере.
