Заимствование Управленческих Решений: "Трудности Перевода"

Abstract

Система повышения квалификации учителей в Киргизии была сформирована в советский период для решения конкретных задач в условиях плановой экономики и авторитарной системы управления. Сегодняшний день требует от общества выстраивания новых политических и экономических приоритетов. А это, в свою очередь, предполагает необходимость внесения ряда изменений в образовательную политику государства. Статья знакомит с попыткой выхода из кризиса системы повышения квалификации учителей посредством введения принципиально иного способа финансирования системы, изменяющего взаимоотношения между субъектами, а именно хорошо известного в России ваучерного механизма. В данное время проект находится в экспериментальной фазе, но накопленный за время его реализации материал позволяет проанализировать полученный опыт.
