Конечные Результаты Отрасли Образования И Проблемы Их Измерения

Abstract

В связи с внедрением в России бюджетирования, ориентированного на результаты, возрастает значимость точного определения понятия конечных результатов деятельности отдельных ведомств и курируемых ими отраслей. Для отрасли образования конечные результаты трактуются как имеющие три компонента: когнитивный (оценка уровня знаний по единой системе оценки), экономический (изменение величины человеческого капитала выпускников) и социальный (оценки уровня социализации выпускников). Для них предлагаются индикаторы, которые могут быть практически рассчитаны на базе имеющейся статистики, и обсуждаются направления использования индикаторов конечных результатов в практической работе организаций образования. Предложенные индикаторы сопоставляются с теми показателями, которые использует в бюджетном планировании Министерство образования и науки РФ.
