О Финансировании Образования (Комментарий К Теме Номера)

Abstract

Вопросы, связанные с финансированием образования, находят свое отражение в дискуссиях по нескольким темам. Первой, наиболее насущной и имеющей широкий общественный резонанс, является обсуждение последствий, связанных с крайне низким уровнем финансирования системы образования. Вторая тема - механизмы финансирования государством приобретения гражданами тех или иных частных благ. На рынке образования эта тема активно обсуждается. Третья тема - анализ и перспективы использования одного из таких механизмов - ваучерной системы, лежащей в основе концепции государственных именных финансовых обязательств (ГИФО). Остановимся кратко на каждой из этих тем, обозначив основные вопросы и точки обсуждения.
