Последствия Передачи Финансирования Профессионального Образования На Региональный Уровень (На Примере Начального Профессионального Образования)

Abstract

С 2005 года осуществляется передача обязательств по финансированию учреждений начального и среднего профессионального образования (НПО и СПО) с федерального уровня на региональный. Каковы возможные последствия этого шага? Анализ опыта шестнадцати субъектов Федерации, около 10 лет финансировавших НПО из регионального бюджета, позволяет сделать некоторые предположения и предварительные оценки того, как изменение схемы финансирования воздействует на начальное и среднее профессиональное образование.В статье сопоставляются ситуации в начальном профессиональном образовании в субъектах Федерации, в которых учреждения НПО финансировались из федерального и регионального бюджетов. Анализ проводится по десяти показателям, характеризующим масштабы системы НПО, результаты ее деятельности, кадровое и материально-техническое обеспечение, финансирование, выполнение социальных функций.
