Российская Школа На Пути В «Новую Экономику»: Интенсивный Сценарий

Abstract

В последнем Докладе о глобальной конкурентоспособности (Всемирный экономический форум, Давос, 2002 г.), содержащем рейтинговые оценки стран в зависимости от сложившейся конкурентоспособности и потенциала быстрого роста, высшие места в таблицах по обоим критериям занимают страны Северной Америки, Западной Европы и Азии. Как свидетельствуют данные, Россия занимает место ниже большинства стран с переходной экономикой и ниже многих развивающихся стран. По критерию микроэкономической конкурентоспособности, которая частично зависит от качества технологий и людских ресурсов, Россия занимает 58 место из 80 стран. Рейтинговый показатель России по конкурентоспособности роста (одной из составляющих которого является «экономическое творчество», основанное на экономически эффективных инновациях или передаче технологий) — еще ниже: 64 позиция. Эти тревожные цифры соответствуют результатам недавнего исследования ArCo (Archibugi, Coco, 2002), оценивающего уровень развития науки и технологии в различных странах: международный рейтинг России за десятилетний период (с 1990 по 2000 гг.) снизился на 11 пунктов — с 19 на 30 позицию.
