Механизмы Государственного Управления В Сфере Научно-Технологического Развития

Abstract

Статья посвящена исследованию эффективности механизмов государственного управления в сфере научно-технологического развития. Актуальность исследования определяется необходимостью формирования долгосрочных научно-технологических прогнозов для достижения целей социально-экономического развития государства по повышению конкурентоспособности национальной экономики и преодолению технологического отставания от стран-лидеров. Основная гипотеза исследования - о рассогласованности механизмов государственного управления и научно-исследовательской результативности в разрезе приоритетов научно-технологического развития. Цель исследования состояла в том, чтобы оценить реализуемые механизмы государственного управления в сфере научно-технологического развития, связанные с выбором его приоритетов, с позиции достижения стратегических целей страны в данной области. Авторы доказали, что низкая доля технологических инноваций и высокая зависимость от импорта технологий и высокотехнологичной продукции изначально связаны с низкой эффективностью и результативностью научно-исследовательской деятельности, выражаемой в количестве поданных заявок на патенты и предшествующие этому значимые публикации. Это, в свою очередь, напрямую зависит от государственной поддержки научного сектора и реализации механизмов государственного управления по приоритетам научно-технологического развития.
