Деятельность Муниципальных Органов Власти По Развитию Культурно-Познавательного Туризма: Проблемы, Ресурсы И Новые Возможности

Abstract

Предметом исследования является деятельность муниципальных органов власти по развитию культурно-познавательного туризма. Цель исследования - выявление ресурсов и ограничений деятельности муниципальных органов власти по развитию культурно-познавательного туризма. Для этого были проанализированы финансовые, организационные, кадровые, инвестиционные и иные ресурсы местного самоуправления, а также возможности их конвертации в развитие туризма с точки зрения готовности современных муниципалитетов к реализации таких направлений деятельности, как актуализация местных туристских ресурсов, формирование конкурентоспособного туристского продукта, создание условий для включенности жителей в практики развития туристической привлекательности территорий. В работе использованы методы социологического исследования (опрос руководителей местного самоуправления, N=356 экспертов), анализ документов. Авторами обосновывается вывод о том, что местные органы власти обладают наибольшими возможностями формирования конкурентоспособных, дифференцированных туристских продуктов, адекватных ожиданиям различных социальных групп. Однако на современном этапе развития российского общества эффективность деятельности местных органов власти лимитирована рядом дисфункций: финансовая необеспеченность местных бюджетов, рост муниципального долга, ориентация на продажу муниципальной собственности, недостаточность кадровых ресурсов, избыточность контроля со стороны федеральных и региональных органов власти. В сложившихся условиях ключевым драйвером культурно-познавательного туризма становится расширение возможностей органов местного самоуправления, активизация частных инициатив, реализация принципов ресурсного обмена и взаимовыгодного сотрудничества с бизнесом.
