Национальные Институты Развития И Бюджетные Риски: Международная И Российская Практика

Abstract

Данная статья посвящена анализу бюджетных рисков, возникающих при принятии условных бюджетных обязательств в отношении институтов развития. Рассматриваются модели финансирования институтов развития в России, а именно: бюджетное финансирование, выдача государственных гарантий, имущественные взносы, предоставление льготных депозитов. Анализ этих моделей показал, что в некоторых крупнейших организациях наблюдается несоответствие рыночного характера пассивов нерыночному характеру активов, что несет риски для бюджета. В качестве примера крупнейшей реализации бюджетного риска, связанного с деятельностью институтов развития в России, описано предоставление помощи Внешэкономбанку в 2015-2018 гг. В конце статьи даются рекомендации по снижению бюджетных рисков, связанных с институтами развития, исходя из лучших международных практик.
