Полномочия Федеральных Органов Исполнительной Власти: Количественный Анализ И Классификация

Abstract

В экспертном сообществе достигнут консенсус о необходимости сокращения размера государственного аппарата и повышения эффективности его деятельности. Для понимания динамики изменения размера государственного аппарата необходимы его количественные оценки. С целью получения таких оценок в конце 2016 г. была проведена инвентаризация полномочий федеральных органов исполнительной власти, в ходе которой выявлено более 10,4 тыс. полномочий федеральных ведомств, что на 45% больше, чем в 2010 г., и практически в 2 раза превышает значение 2003 г. В статье представлен исчерпывающий количественный анализ полномочий в различных аспектах, в том числе в разрезе федеральных органов исполнительной власти, функциональной классификации полномочий, типов ведомств, источников закрепления полномочий, сфер бюджетной классификации. Также для целей систематизации полученных результатов анализа полномочий федеральных ведомств предложены определение понятия "полномочие федерального органа исполнительной власти" и функциональная классификация полномочий, включающая 20 основных типов. Указанная классификация может быть применена на практике для формирования системы управления полномочиями федеральных органов исполнительной власти и их ресурсного обеспечения.
