Влияние Российских Губернаторов На Распределение Государственных Контрактов

Abstract

В данной работе изучается влияние продолжительности срока полномочий губернатора и его местных связей на ограничение конкуренции при распределении контрактов в процессе государственных закупок. Основываясь на имеющейся литературе, мы предположили, что (1) влияние срока полномочий губернатора на конкуренцию в госзакупках нелинейно и (2) зависит от его предшествующего опыта работы в регионе до избрания/назначения на должность. Чтобы проверить эти гипотезы, мы использовали генеральную совокупность государственных контрактов на ремонтно-строительные дорожные работы в регионах России за 2011-2014 г. и биографическую информацию о губернаторах. Анализ показал, что в течение первых двух сроков пребывания губернатора в должности конкуренция на торгах растет, а затем начинает падать. Эта связь особенно заметна для губернаторов-"варягов", не имеющих предшествующего опыта работы в регионе, тогда как для губернаторов-выходцев из региональной элиты такой связи не наблюдается. Более того, наличие предшествующего опыта работы в регионе приводит, в среднем, к более высокой конкуренции на торгах. Мы обнаружили также, что ограничение конкуренции для губернаторов-"варягов" не объясняется повышением качества исполнения контрактов: задержки при исполнении линейно возрастают, а вероятность расторжения контракта не уменьшается с увеличением срока полномочий.
