Вопросы И Перспективы Развития Проектного Управленияв Российских Органах Власти

Abstract

В 2016 г. в российском государственном управлении стартовал очередной виток инициатив, направленных на повышение эффективности: внедрение проектных методов на основе "приоритетных проектов" Предмет исследования - методология проектной деятельности, внедряемая в деятельность российских органов власти. Цель - оценить ключевые особенности и возможные последствия применения проектного управления как на федеральном уровне, так и при воспроизведении методологии субъектами Российской Федерации. В исследовании рассматриваются истоки и предпосылки появления "приоритетных проектов", приводится сравнение нового инструмента организации деятельности государства с уже имеющимися целевыми и государственными программами с точки зрения системы управления, порядка принятия решений, правового положения. Сделаны выводы о схожести приоритетных проектов и целевых программ, вероятности дублирования механизмов управления, а также о росте нагрузки на исполнителей при расширении проектной деятельности. Проанализирована практика разработки и реализации приоритетных проектов к настоящему времени. C учетом того, что методы и практики федерального уровня предполагаются к тиражированию на других уровнях власти, предложены рекомендации и соображения относительно организации проектной деятельности в регионах.
