Межбюджетные Трансферты И Политика Региональных Властей В Условиях Высокой Дотационности Регионов

Abstract

В статье рассматриваются проблема неравенства субъектов Российской Федерации и современная система межбюджетных отношений. Использование уровня минимальной бюджетной обеспеченности в качестве основного показателя в методике расчета межбюджетных трансфертов не всегда является эффективным, так как реальные отличия регионов следует рассматривать с учетом социально-экономических показателей уровня доходов и жизни населения. Кроме того, проблема высокой дотационности должна решаться нетолько на федеральном уровне. выявление ее причин показало, что нужно проводить активную политику и региональным властям. в статье содержатся предложения для федеральных и региональных властей, направленные на решение описанных проблем, и рекомендации по усовершенствованию системы межбюджетных отношений в России.
