Abstract

Статья посвящена анализу официальных методик оценки работы органов исполнительной власти российских регионов. Обоснована двойственная природа института официальных оценок, являющегося одновременно инструментом мониторинга деятельности и генератором стимулов для региональных элит. В результате факторного анализа алгоритмов оценки выявлено, что указанные стимулы не мотивируют региональных чиновников к формированию социально-экономической политики, направленной на повышение качества жизни населения региона. Определены принципиальные векторы транформации механизмов оценки, реализация которых необходима для исправления ситуации. The article is dedicated to the analysis of official approaches to estimation of executive authorities' of the Russian regions activities. It had proved that the institute of the official estimations has a dual nature. It is a tool of monitoring of activity and the generator of incentives for regional elites simultaneously. As a result of the factorial analysis of algorithms of estimations it is revealed that the specified above incentives don't motivate regional officials to form the regional social and economic policy directed on improvement of quality of life of the population. There were defined the basic vectors of the estimation mechanisms transformation that should be implemented to improve the situation.
