Abstract

В статье рассматривается эволюция раннего этапа теории общественного выбора, являющейся одним из основных составляющих теоретического фундамента Нового государственного менеджмента. Выделяются уровни данной теории, имеющие отношение к формированию экономической теории бюрократии. Оценивается влияние теории общественного выбора на инструментарий реформирования. The article describes the evolution of the early stage of public choice theory, which is one of the main components of the theoretical foundation of the New Public Management. Distinguished levels of the theory related to the formation of the economics of bureaucracy. The impact of public choice theory to the tools of reform is evaluated.
