Abstract

В данной статье предложена авторская макромодель взаимоотношения государства и населения с учетом влияния теневой экономики. Рассматриваются причины возникновения и роста теневой экономики, роль государства в её формировании, взаимосвязь размера теневой экономики, налоговой нагрузки и качества государственных услуг. Выявляются причины низкой доли теневой экономики на фоне высокой налоговой нагрузки в отдельных странах.This paper suggests new macroeconomic model describing interaction between public and private sectors conditioned on the presence of the shadow economy in the system. We reviewed major causes for the growth of shadow economy, role of the public sector in this process. We also related tax burden and quality of provided public sector services with the size of shadow economy. We conclude with discussing reasons for a low estimated share of a shadow economy in certain countries with high tax burdens.
