Abstract

В статье рассмотрены основные этапы становления и развития бюджетного федерализма в России. Проведен анализ процесса формирования механизма финансовой помощи регионам на федеральном уровне. Особое внимание уделено процессу реформирования местных финансов. Выделены основные проблемы, возникающие в регионах при реализации новой версии закона о местном самоуправлении. The article concerns main stages of formation and development of budget federalism in Russia. The author analyses the mechanism of financial support of regions on federal level. A great attention is paid to reform of local finance. The author assigns main problems, arising in regions with realization of new Law of local self-government.
