Оценка эластичности спроса на электроэнергию со стороны населения в России . Estimation of households’ electricity demand elasticity in Russia

Abstract

На основе данных электробалансов за 2000–2008 гг. оценивается долгосрочная, среднесрочная и краткосрочная эластичность спроса на электроэнергию со стороны населения в регионах России. Выделены основные факторы электропотребления населения: относительные тарифы на электроэнергию, реальные доходы населения, обеспеченность жильем и напольными электроплитами. Получены свидетельства чувствительности спроса домохозяйств на электроэнергию к изменениям тарифов и доходов. In this paper, we estimate long-run, medium-run, and short-run electricity demand elasticities for residential sector in Russia, using data on households’ electricity consumption in 2000–2008 Russian regions. Methodology is based on cross-sectional and panel data analysis. We find the main factors of residential electricity demand to be electricity tariffs, real income, availability of electric cookers, and quantity of square meters of dwelling per person. The main finding is that electricity demand is significantly sensitive to these factors.
