Модель жизненного цикла ГЧП-проектов в риск-управленческом подходе . Life cycle model of PPP projects in the risk management approach

Abstract

В статье описаны особенности развития проектов государственно-частного партнерства с учетом макроэкономических факторов влияния на их реализацию, приведены подходы к оценке циклических колебаний ГЧП-проектов – мезоциклов. Определены стадии реализации проектов и описаны характерные их особенности. В целях определения макроэкономического состояния проектного риск-менеджмента ГЧП-проектов представлен авторский подход к оценке относительного уровня макроэкономического риска. Концептуально описана модель реализации ГЧП-проектов по форме контрактов жизненного цикла, уточнены преимущества реализации с использованием данной формы. This article describes the features of the development projects of public-private partnership based on macro-economic factors influencing their implementation, are approaches to the assessment of cyclical fluctuations of PPP projects – mesocycles. Defined stages of the project and describe their characteristic features. In order to determine the macroeconomic conditions of project risk management of PPP projects submitted to the copyright approach to assessing the relative level of macroeconomic risk. Conceptually, the model described implementation of PPP projects in the form of contract life-cycle, specified benefits realization using this form.
