ТАМОЖЕННОЕ РЕГУЛИРОВАНИЕ В УСЛОВИЯХ ИНТЕГРАЦИИ: ВОЗМОЖНОСТИ И РИСКИ ТАРИФИКАЦИИ СЕЛЬСКОХОЗЯЙСТВЕННОЙ ПРОДУКЦИИ // Customs Regulation in the Context of Integration: Opportunities and Risks of Agricultural Product Tariffing

The integration of Russia into the world agricultural market contributes to its economic growth but, on the other hand, aggravates problems associated with the country’s food independence. The purpose of the work was to study threats and risks of low customs duties in agriculture. The analysis of the export-import trade balance of agricultural products in Russia revealed that the globalization was the source of a sharp decline in the competitiveness of national products. The risks of low customs tariffs in the agroindustrial complex are defined including the increasing deficit of the Russian consolidated budget along with higher prices for agricultural products; the decrease in the competitiveness of national producers; the emergence of the information imbalance in the trade policy and the growing uncertainty of commodity producers. It is concluded that the potential of customs and tariff regulation of trade in agriculture is underused. Интеграция России в мировой аграрный рынок способствует не только ее экономическому росту, но и обостряет проблемы, связанные с продовольственной независимостью страны. Цель работы - рассмотрение угроз и рисков снижения таможенных пошлин в сельском хозяйстве. На основе анализа экспортно-импортного торгового баланса сельскохозяйственной продукции в России выявлено, что глобализация для отечественного сельского хозяйства - источник резкого снижения конкурентоспособности национальной продукции. Определены риски использования низких таможенных тарифов в АПК: увеличение дефицита консолидированного бюджета Российской Федерации при одновременном росте цен на сельскохозяйственную продукцию, снижение конкурентоспособности национальных товаропроизводителей, возникновение информационного дисбаланса и неопределенности товаропроизводителей в торговой политике. Сделан вывод о неиспользовании возможностей таможенно-тарифного регулирования торговли в сельском хозяйстве.
