Развитие механизмов взаимодействия государства и граждан в управлении общественными финансами // Development of Mechanisms for the Interaction between the State and Citizens in the Public Finance Management

Abstract

The paper deals with the problem of people’s participation in the budget process both in Russia and abroad in compliance with the requirements of the New State Management Concept. The mechanisms for involving citizens into the public finance management are studied. The issues addressed include the improvement of transparency in the public finance management and procedures for the direct participation of citizens in matters of formation and use of budgetary funds. The purpose of research was to identify problems and prospects for the development of modern mechanisms of interaction between citizens and public authorities in the budget process. It is concluded that the mechanisms to involve citizens into the public finance management need to be developed. Along with that, proposals for the federal government and local authorities on how to increase the transparency and openness in the budget sphere are put forward to increase the citizens’ confidence in public authorities and the effectiveness of the fiscal policy in Russia. Статья посвящена изучению проблем участия граждан в бюджетном процессе в России и за рубежом в соответствии с требованиями концепции Нового государственного управления. Предмет исследования - механизмы вовлечения граждан в управление общественными финансами. Тематика статьи охватывает вопросы повышения прозрачности в сфере управления общественными финансами и процедуры прямого участия граждан в решении вопросов формирования и использования бюджетных средств. Цель работы - определить проблемы и направления развития современных механизмов взаимодействия граждан и органов публичной власти в рамках бюджетного процесса. В статье сделан вывод о необходимости развития механизмов вовлечения граждан в управление общественными финансами и сформулированы предложения для органов государственной власти и местного самоуправления по повышению уровня прозрачности и открытости в бюджетной сфере, что позволит повысить уровень доверия граждан к органам публичной власти и результативность бюджетной политики в России.
