Abstract

The arguments of the autarchy (national self-sufficiency) theory supporters of 1920-1930 including the views of Keynes are reviewed in the modern light. The relevance of problems discussed in the framework of this theory is revealed (international economic sanctions, food, technological and political security, the impact of the exchange rate on the interest rate, etc.). The specific features of J.M. Keynes’ position, in particular, its pragmatism and referencing recommended restrictive measures exclusively to situations where the limitation of foreign economic relations is justified by a powerful internal economic effect are discussed. It is argued that the selective use of constraints may be also advisable under the present conditions. С современных позиций рассмотрены аргументы сторонников теории автаркии (национальной самообеспеченности) 1920-1930-х гг., в том числе взгляды Дж.М. Кейнса. Выявлена актуальность обсуждавшихся в рамках этой теории проблем (международные экономические санкции; продовольственная, технологическая и военно-политическая безопасность; влияние курса валюты на ставку процента и другое). Обсуждены особенности позиции Дж.М. Кейнса, в частности ее прагматизм и привязка рекомендуемых ограничительных мер исключительно к ситуациям, когда ограничение внешнеэкономических связей оправдано мощным внутриэкономическим эффектом. Утверждается, что селективное использование ограничений перспективно и в современных условиях.
