Социальные Проблемы Наукоградов И Подходы К Их Решению // Social Problems Of Science Cities And Solution Approaches

The importance of solving social problems of science cities is due to the fact that at the beginning 1990s many of them were hallmarked as “social risk” regions. The paper investigates the emergence of the employment crisis and deterioration of other living standards in previously affluent areas. The purpose of the work is to identify the main causes and effects of social degradation of science cities and summarize the experience of overcoming the crisis phenomena in the socio-economic sphere of such monocities. It is concluded that the best way to ensure the employment of laid-off people in science cities is to create new jobs to ensure production diversification and development of other sectors of the economy. The support of small businesses by the government and the expansion of powers of local authorities can contribute considerably to the above-mentioned processes. Важность решения социальных проблем наукоградов связана с тем, что многие из них попали с начала 1990-х гг. в группу регионов «социального риска». В статье рассматривается, как возникали кризисные ситуации с занятостью и другими параметрами уровня жизни на этих прежде благополучных территориях. Цель работы - выявить основные причины и последствия социальной деградации наукоградов, а также обобщить опыт преодоления кризисных явлений в социально-экономической сфере наукоградов. Сделан вывод о том, что наибольший эффект в трудоустройстве потерявших работу в наукоградах приносит создание новых рабочих мест, позволяющих обеспечить диверсификацию производства, развитие других отраслей экономики. Большую роль в этом призваны играть поддержка малого бизнеса со стороны государства и расширение прав органов местного самоуправлении.
