Протекционизм Как Противоциклическая Политика

Abstract

Наблюдавшийся рост протекционизма в период мирового финансового кризиса 2008-2010 гг. требует ответа на вопрос о пользе ограничений на торговлю во время спада. Этот вопрос практически не изучен с теоретической точки зрения. Исследуется вопрос, может ли протекционизм стабилизировать выпуск в рамках малой открытой экономики с жесткими ценами. Показано, что если внутренние товары являются заменителями импортных, то торговая политика, направленная на ограничение импорта во время рецессии, понижает волатильность выпуска. Однако такая политика приводит к снижению благосостояния в условиях однородности потребителей и совершенной мобильности труда.
