Abstract

Рассматриваются различные определения введенного Я. Корнаи понятия мягкого бюджетно-го ограничения (МБО). а также трудности, с которыми связана интерпретация данных об убытках. дотациях и финансировании. Анализируются факты, имевшие место в переходных экономиках. где размеры просроченной 'задолженности по коммерческим кредитам не выше. чем к западных экономиках, а фирмы, как правило, налагают друг на друга жесткие бюджетные ограничения. Банки не являются систематическим источником МБО как это часто утверждаются па основе данных по классифицированным ссудам. В 1992 г. венгерские банки налагали на фирмы жесткие бюджетные ограничения и в то же время относили большие объемы своих ссуд к разряду безнадежных. Главным источником МБО в быстро реформируемых переходных экономиках выступают задолженности по налоговым платежам.
