Прогнозирование Динамики Кадровой Составляющей Научного Потенциала России

Abstract

В статье рассматривается модель долгосрочного прогноза динамики численности научных кадров, охватывающая шесть возрастных групп. Подробно описывается блок предложения научных кадров, включающий экономико-статистические зависимости, связывающие выбытие кадров с соотношением уровней средней заработной платы в науке и в экономике в целом, а также с ожиданиями в уровнях финансирования НИОКР. Большое внимание уделяется вопросам оценки параметров этих зависимостей путем использования как существующей статистической информации по науке и научной деятельности, так и косвенных методов определения отсутствующих в статистической отчетности показателей. Приводятся варианты долгосрочных прогнозов динамики применения численности научных кадров, полученные на основе разработанной модели. Даются предложения по обеспечению преемственности в российской науке.
