Abstract

Среди факторов, порождающих коррупцию, предлагается различать фундаментальные, коренящиеся в несовершенстве экономических институтов и экономической политики, организационные ("слабость государства") и социетальные, зависящие от предыстории и связанные с массовой культурой и нормами бюрократического поведения. Модель, в которой коррупционное равновесие поддерживается неоптимальностью налоговой политики или медленным техническим прогрессом, сопоставляется с "социетальной" моделью, имеющей два равновесных по Нэшу уровня коррупции. Обсуждаются рекомендации по борьбе с коррупцией, вытекающие из анализа моделей.
