Реструктуризація Державного Боргу Як Інструмент Підвищення Рівня Боргової Безпеки України

Abstract

Проведено аналіз стану державного боргу України та факторів, які впливали на його динаміку. Показано, що основними чинниками, які призвели до стрімкого наростання обсягу боргу в 2014 році стала необхідність фінансування оборонних потреб, а також подальшої бюджетної підтримки державних підприємств та банків шляхом збільшення їх статутних капіталів. Обсяг державного боргу на кінець 2014 року досяг 947,0 млрд. грн. (60,8% ВВП), на його обслуговування витрачено 48 млрд. грн., що складає 13,4% обсягу доходів Державного бюджету України. Тенденція, яка сформувалась, незначно зміниться і в 2015 році. В таких умовах, для підвищення рівня боргової безпеки України варто розглядати можливість проведення реструктуризації частини суверенного боргу, власниками якого є приватні кредитори. Проаналізовано досвід успішної реструктуризації боргу, здійсненої в 2012 році урядом Греції. З урахуванням цього досвіду запропоновано ряд заходів, які могли б сприяти успішній реструктуризації державного зовнішнього боргу України, власником якого є приватні кредитори.
