Abstract

В статье рассматриваются теоретико-методологические проблемы устойчивости регионального территориального развития. В процессе научного исследования разработан матричный механизм, который позволяет определить, зафиксировать и описать новое состояние территории при определённом уровне решения задач всех входящих в неё подсистем. С помощью данного механизма прослеживается переход территории от состояния кризиса к состоянию устойчивости. В созданном механизме появляется функция диагностики, которая позволяет диагностировать не только всю систему и её отдельные подсистемы, но и определять уровень эффективности решаемых задач на каждом из этапов жизнедеятельности системы.
