Реэкспорт Научных Компетенций В Свете Реструктуризации Сети Научно-Исследовательских Институтов

Abstract

Одной из основных задач, стоящих перед Россией, является диверсификация российской экономики и увеличение доли производства и экспорта наукоемкой продукции. В этой связи особенное значение приобретает повышение эффективности работы научно-технологического комплекса страны. Рассмотрены два масштабных, параллельно разворачивающихся проекта по повышению эффективности научно-исследовательского сектора: реструктуризация сети научных организаций и проект возвращения 15 тысяч эмигрировавших российских ученых. Сделан вывод о целесообразности отказа от масштабной смены кадрового состава ученых в условиях ограниченных бюджетов на исследования и разработки и сокращения числа научно-исследовательских организаций. Сделано предположение о необходимости создания комфортных условий для научного поиска всех вовлеченных в процесс создания нового знания, как для возвращающихся соотечественников, так для ученых, которые в настоящее время работают в стране.
