Abstract

В статье представлен анализ теоретико-методологических подходов к децентрализации власти в Украине в контексте административной реформы при условии устойчивого развития, охарактеризованы органы местного самоуправления как децентрализованная форма управления, проведен сравнительный анализ системы органов публичной власти на местах, предложены рекомендации проведения реформы местного самоуправления в Украине. В статье рассмотрена пошаговая реализация реформы местного самоуправления в Украине в контексте устойчивого развития. Предложена эффективная модель децентрализации власти, где органы местного самоуправления, как и центральные органы исполнительной власти должны проводить контроль и финансовую деятельность региона. Также предложено определение самой децентрализации в авторском исполнении.
