Проблемы Стратегического Управления Социально-Экономическим Развитием Украины С Учетом Процессов Децентрализации

Abstract

В статье выявлены проблемы стратегического управления в Украине. Ни одна из классических функций стратегического управления (планирование, реализация, мотивация, контроль) не выполняется. Действующее стратегическое планирование не учитывает современные технологические тренды развития, что обусловливает ухудшение экономического положения. В условиях децентрализации возможности для консолидации ресурсов уменьшаются, однако система стратегического управления как инструмент приумножения их эффективного использования не работает. Таким образом, доказано, что децентрализация управления должна учитывать стратегический аспект и гармонично встраиваться в стратегическое управление национальным развитием.
