Развитие Системы Управленческого Контроля В Таможенной Деятельности

Abstract

Эффективная реализация контроля как одной из важнейших функций управления требует постоянного измерения его надежности, способности своевременно выявлять отклонения от установленных требований к отдельным процессам и операциям таможенной деятельности. Для этой цели могут применяться статистические методы, нашедшие применение в зарубежной практике. В частности, метод Парето, контрольные карты Шухарта, диаграммы Исикавы, применение которых позволяет выявить наиболее проблемные сферы таможенной деятельности, требующие усиления контрольной функции. Рассматриваются особенности управления в таможенной сфере, влияющие на специфику контрольной функции. Установлены предпосылки внедрения в таможенной системе прогрессивных форм контроля в рамках системной концепции контроллинга. Определены возможности и преимущества внедрения методик внутреннего аудита для развития системы управленческого контроля.
