Abstract

В научной статье рассматривается институт социального попечения как форма государственно-частного партнерства. Исторически попечение воспринималось как вид социально значимой и благотворительной деятельности. Затем понятие «общественного призрения» стало приобретать научные основы. В последующем оно дополнялось и уточнялось. Социальное попечение о призреваемых лицах осуществлялось благодаря пристальному вниманию и заботе императора и правительства. В Российской империи была создана стройная система социальных услуг (нематериальные пособия) и социальных пособий (материальные пособия), а также действий, связанных с оказанием или назначением различных видов помощи, которая помогала улучшить качество жизни людей с особыми потребностями.
