Abstract

Данная статья посвящена исследованию актуальных проблем использования механизма государственно-частного партнерства (ГЧП) в социальной сфере, анализу имеющихся в научной литературе определений термина «ГЧП». Рассмотрены основные формы ГЧП в социальной сфере: концессионные соглашения, договор подряда (социального подряда) и их особенности; исследованы механизмы межсекторного взаимодействия. В статье обосновывается точка зрения авторов, что государственно-частное партнерство и муниципальное-частное партнерство являются формами (частными случаями) публично-частного партнерства, обеспечивающими взаимодействие бизнеса, некоммерческих организаций и соответствующих уровней власти в процессе решения как общегосударственных, так и задач развития местного сообщества.
