Реформирование Российской Системы Высшего Образования: Роль Мифов И Институтов

Abstract

В статье рассматривается проблема реформирования российской системы высшего образования сквозь призму мифов, которые прочно укоренились в общественнополитическом дискурсе. Институциональные изменения в сфере российского высшего образования характеризуются институциональной инерцией и зависимостью от предшествующей траектории развития, поэтому решения об изменении ключевых институтов должны соотноситься с возможностью жесткости существующих правил и действия эффекта блокировки. Главной причиной неэффективности российской системы высшего образования является хроническое недофинансирование, что сказалось на формировании стимулов и неформальных институтов, которые являются препятствием на пути эффективных реформ. Особое внимание уделяется анализу количественных показателей реформирования системы образования в контексте эволюционной адаптации акторов к происходящим изменениям организационных форм и институтов.
