Abstract

Широко распространено представление о том, что в России потенциал для развития экономики знаний достаточно высок по международным меркам и является важным источником повышения конкурентоспособности. Действительно, страна располагает грамотным населением, способным как производить знания, так и предъявлять спрос на сложные продукты (что также является конкурентным преимуществом), развита техническая культура и система технологических институтов, быстрыми темпами развивается производство и потребление информационно-коммуникационных продуктов и услуг. Однако, несмотря на то, что по объему накопленных ресурсов экономики знаний Россия опережает страны со средним уровнем доходов, научные исследования показывают, вопервых, низкую эффективность использования этого ресурса, а во-вторых, быструю девальвацию накопленного потенциала и сокращение преимущества России по сравнению с догоняющими ее экономиками.
